Bowden cable replacement

The bowden cable on the bathroom washbasin has snapped (It was pretty old).
I'm having trouble taking it apart.
I've undone the screw fixings and WD40'd it, but I can't get the top part off.
(That's the bit connected to the plunger for the plug).

Do I just keep WD40ing and use brute strength?
What do you suggest. Any advice gratefully received.

Brake and shift cables are only about $3.00 each at my local bike shop (over the counter sale). Cable housings can't be much more. If you are mechanically inclined what-so-ever, replace them yourself & save.
