Hot Water Heater - No Shutoff

The hot water heater in the home my son rents started leaking. It apparently has no shutoff valve and the roommates had to shut off the water main to stop the leak so now they have no running water. See photos. The vertical pipe is the water main shutoff. Has anyone seen a crazy setup like this?

The water is hot, the thermostat turns the heating elements on to make it hotter, you idiot.

Nice name calling. You should be banned from this forum, where people are polite. Yours is the only nasty comment I have seen on this forum. P.S. How is the incoming water hot? It is cold. Unit makes it hot.
