Heating perhaps?

Hi
I'm making some changes in my basement and after ripping down some of the old ceiling I noticed that some of the joist-bays are blocked by sheets of tin or aluminium.

Can anyone tell me what they're for? Can I remove them or punch holes through them for plumbing or electrical?
