Fanlight not sealing

I have a double glazed fanlight and there is a gale blowing through it. Its in a run of four and all the others are OK, but this one doesnt seal properly, there is a gap between the fanlight and the rubber strip on the frame.

It looks like the mechanism needs adjusting, but this looks quite complicated.

Any ideas how an adjustment can be made ?
