Can I tapcon cement board directly to cinder block basement foundation walls?

I have this painted cinder block foundation wall in my basement and I would like to make it smooth, I am wondering if I could screw cement board to the wall with tapcons and then skim the cement board with a parging mix to make it smooth. I would rather not parge the wall directly as it is painted and I don’t want the parging cement to fall off if the paint peels over time.

I'd probably not do it directly without a vapor barrier of some sort. To be safe I'd probably treat it as if I were putting it on an exterior block wall.
