Removal of Skylight

Hi,

I am in a flat with a shared roof and there is a small leak in the loft through the skylight - long running problem which looks like an attempt to solve it with expanding foam has occurred before I owned the property.

I share with the council who have quoted £314.10 + VAT (which I would pay 50% of) for the removal of the skylight, repair of sarking and tiling over the space. Does this seem realistic?
