Preconfigured issue with stemmed swivel caster

I purchased a cart with threaded stem swivel casters. The stem will not fit the pre-drilled whole; the stem is slightly larger that the whole.

I do not have any of the speciality tools referenced on internet (tap & die). Also I don't have the receipt to return it.

Is it possible to heat the wholes while freezing the casters?
