Heating on contantly despite program settings

Just move house and can't figure out the heating. We have a Vailant eco boiler with a Salus rf500 controller/thermostat in the hallway. Most of the rads have thermotat controls (except bathroom and hall).

I have programmed the CH to be on with the therm set to 19 degrees at various times during the day when we are in, reducing to 17 degrees at points and then reducing to14 degrees from 10pm to 6am.

However this seems to have no effect on the boiler as it still seems to fire up constantly and radiators get hot (depending on their therm settings).

Last night at midnight for example the thermostat was reading 18 degrees so the heating should be off as it's set to 14 degrees overnight however the radiator in the bedroom was still on and I could here the boiler working. Reducing the thermostat setting on the radiator temporarily stopped the boiler but it then started up again shortly after.

The RF control seems to be connecting ok with green light on the RF receiver at the boiler end.

The boiler is in a cupboard in the kitchen where the temperature is way above any minimum frost prevention temperature so this should not be a factor despite cold external temperatures. The frost protection setting on the rf control are not on anyway.

Has anyone got any ideas what might be wrong here?
