Staining new baseboards/trim

Hi,

I need to stain new pine baseboards and trim for my home.

First question--Oil based or water based? I'm leaning towards water based, because of the low fumes, and it would dry quicker.. But, I'd like other opinions. (pros/cons)

Second question--I was planning on using a pre-stain conditioner....is this recommended?

Third question--Do you recommend a brush or rag to apply?

Fourth question--is one coat or poly sufficient?
