Roof leak

Is there a roofer able to help. I have a leak on a roof which I have had for 12 months. I have had four roofers look at the problem but no one is able to solve it. The leak is less than half a cup full over two to three weeks and all of the obvious solutions have been tried without success. It needs so done with lateral thinking.

You can partially remove the top layer of the roof and replace the new one. Then close the hole from the inside
