Need some advice on finishing my basement. Moisture concerns

My basement has a french drain/w sump pump around the a portion of the basement and I run a dehumidifier. So my basement has moisture issues. I pulled up all the rocks and cleaned out all the dirt around the drain. Once everything is clean I am going to make sure everything is working properly. I also need to scrap the walls and put some drylock paint on the walls.

Aside from making a drain on the outside of the property. What would be the next step after painting the walls? Vapor barrier, weeping wall. I am only going to get one shot at finishing the basement, so I want to get it right the 1st time.
