Kitchen wired from upstairs rooms!

Why would a kitchen electrics be running off from the upstairs in the house.
Installing a new kitchen and tried to turn the electrics off, turned all electrics off for the whole of downstairs and kitchen electrics are still live! Turned the upstairs electrics off and the kitchen electrics went off !! Why woukd the kitchen be on the upstairs electrics?
I'm sure the law is kitchens have to be on their own ring?

Kitchens "should" be on their own circuitry, yes. You have a house that has been renovated in the past, and improper circuitry was installed. It DOES not mean the existing wiring is unsafe, rather, it's not to standard and can lead to aggravating tripping of the breakers upon heavier kitchen use.

Could have been done by Cheapskate Electrics Inc?

They didn't want to run a dedicated circuit (or circuits - if you've got an electric cooker that needs its own circuit separate even from the rest of the kitchen) but it was too much load to add to the ground floor? Upstairs tend to be more lightly loaded.
