Garden office room - DPC not at 150mm

We built an office room in the garden and involved the building control company(Storma) in certifying the building. When everything was completed, asked the building control inspector to visit and certify. He reviewed everything and just sent a letter that the DPC is not at 150mm.

As you can see from the photo, the DPC is currently at 70mm. The builder has moved on and no longer responding. I am wondering what exactly can be done here to fix this issue before I call in another builder. Should we dig up 80-90mm and use gravel to cover it?

Any thoughts?
