Decking over sewer cover

Hi,
I am preparing my garden for decking. While taking up brick paving that has been in place ~15 years I found they had bricked over a server cover for the house, which is feeding into the same point as all other houses on the street. Picture attached. Assuming my neighbours have the same covers one has decked over theirs, the other has built an extension over theirs.
This cover is exactly where I want to put my decking steps. Can I get away with continuing as planned?

Hi and welcome.

Sod's law says if you deck over it you'll need to get at it, at some time.

Build the steps as separate unit and attach it to the deck with easily removable screws or bolts.
