Wood stain

Hey guys,
I’ve just joined and I need some help with a project I’m doing. I’ve attached a photo of the problem. Basically I need some advise on how to remove these stubborn stains from the wood. I’ve tried sanding it and white spirit and have managed some removal but it just won’t go.
Any help would be very appreciated
