Depends what you have access to. Is it solid wood? clean it of all glue then use PVA and cramp overnight.
If its got a tongue joint put a couple of thin nails through it as well.
if it's not a tongue joint put a couple of dowels in there to join them, again use lots of PVA. I don't find the big monkey stuff any good at all.
Desperate measures? drill a deep hole half way through the upright so a screw head fits down there, and then a smaller hole to take a screw right through to join them together, again PVA the surfaces.
