Wall options with minimal foundations

Thinking of replacing an old concrete garage thay sits on a slab/concrete floor. Typical 60s one made of concrete sections, apex 2.4m. Would like to replace with proper building (will need to go through planning permission). What would be the cheapest option of wall in a rebuild with minimal foundation. Is single skin an option (damp?).
If going higher than current is using steels a viable option costwise? Thinking of a half apex roof to maximise space and height inside, about 3.8 mtrs high on one side, single height on lowest.
Thoughts on construction? Is blockwork/cladding the way to go? Or wood stud walls?
