Ufh problem

Please advise,
I have a ufh system in use for 17 yrs and in the past has run well but now seems to be struggling to maintain room temp.
  • Eleven manifold zone valves run at around one / two litres/ min with one running at three when all fully open, they used to run higher in the past.
The system has a modulating pump to the boiler and also a pump at the manifold that both operate on heating demand.
The rest of the circuit (upstairs and DHW) work ok suggesting the pumps are working ok
I have removed the manifold circuit valves and checked operation all are working good, no sticking spindles and actuators control open / shut as required
Always kept the water inhibitor level higher than required.
I have just changed the TMV as the previous one failed allowing excess temp into the manifold.
Does the above suggest a partial blockage? Or is there something I have missed?
