Simple bulb problem

I have a fluorescent bulb rated at 13 Watts, however, the bulb also says it draws 180 mA of current. At 120 V wouldn't Ohm's law make the Wattage 21.6 W?

Does this light work off of a ballast? If so, what is the wattage of the ballast and the "PF" (power factor) of the ballast?
