I have what I think is a bypass gate valve near my Ideal Mexico 2 / RS100 boiler. Should this be open or closed in normal operation ? It is shown with a red "handle" at the bottom of the picture(s).

( I do not know if my 18- year old boiler has a pump overrun.)

From memory your boiler does not have a pump over-run and it does look like it is used as a bi-pass, normally I would turn it on just a little bit but not to much to affect the radiators.
It is designed to help keep the boiler quiet by keeping the water moving and it essential on low water heat exchangers (not yours) with pump over-runs and twin zone ("S" plan systems.
Gate valves are frowned upon for this job now and most people now fit an auto bi-pass which is a spring loaded valve.
