I have someone who can paint children's bedroom furniture using low Voc paint but they said they may have to use Bondo paint filler which I read is very toxic.
Not sure what needs filling but after its set up I can't imagine Bondo will emit much more in way of VOC's. And I would assume once the paint covers the patches that ought to seal the Bondo. If it is a continuing concern, I have successfully used drywall mud to fill a lot of small dings on wood with good results.
