Painting an outside wall

Hi there! Please see the pic of my wall which looks awful! Should I scrape it and paint it? what else is involved? im a noob

You might be able to power wash most of that lose stuff off. If you wanted to then paint it, I would look for some concrete stain. For what its worth, depending on where you are, neighbors and so forth, there could be an issue with lead paint which would turn an easy, inexpensive job into a night mare
