I need to raise the level of the floor in the garage to that of my house, the difference is 130mm. I currently have a concrete slab on a DPM. I'm thinking of laying a chipboard layer of 12mm first then followed Celotex at 100mm and finally chipboard flooring at 18mm. Should I glue the first layer to the concrete. Will this approach satisfy the building regulations.
