Electric Hedge Trimmer Problem

I was recently given an electric hedge trimmer. I plugged it in and the blades moved a fraction then stopped. I have loosened the bolts through the blade and they move freely. I have also tried replacing the power cord. It still does not work.

Any ideas other that sticking it on ebay for spares or repairs?
