Had a wind storm last week. 15 amp Eaton circuit that controls office and hallway lights tripped off. Flipped it back on, but it keeps tripping off. Figured it went bad, so ordered a couple (none in stock locally). Took a working 15 amp breaker off the same panel that controls lights in an unused part of the house. Hooked it up to the office/hallway circuit and it trips off. Connections all tight, no wires crossed. 9 year old house, 200 amp panel. What gives?

And that really is it? Absolutely nothing external to the house?

Or any wiring running through roof space, or somewhere "external", like a garage?

Something, somewhere, has got damaged.

I would not advise repeatedly closing a breaker against a fault (as in 'short circuit'), so you should get an electrician to split the circuits into sections and check for faults using test equipment.

If you turn off everything on that circuit does it still trip?
Yes
Have you tried actually unplugging and disconnecting everything, not just switching things off?
