Changing consumer unit

I have been asked to change a board from a wylex one with rewireable fuses.Would i have to put all the circuits on RCD's,or not.Also would i have to test every circuit for faults as the RCD's will pick up minor faults where MCB's wont.If the answer to this is 'yes',would all the circuits have to be looked at so they work with the RCD's.

I would go for rcd's all round. If you have problems with tripping it indicates a problem that should be dealt with.
