Broke cupboards, added wall ... now wall doesn't look straight

Having complete refurbishment in my property, this used to be built in cupboards (with wall). We had them knocked out & got a wall created, what do I tell the builder why is the skirting have a bulge?

Am I correct ? the skirting has been pushed back into the wall near the floor?? not easy to see from the image posted??

if so? there is a chance that the new Laminate floor has insufficient edge space between the Laminate and the skirting.

When fitting Laminate flooring it is vital that there is a gap left between the laminate and the skirting, if the laminate touches the skirting then expansion of the laminate can / will either deform the skirting or cause the laminate to buckle.
