Window putty

Hi my name is Paul,
Our builder softened the window putty with turps. This is now reacting with the paint and is not drying. As far as I know, putty is softened with linseed oil. Is there any remedy other than getting the builder to replace the putty?

Can you dry the turps off with absorbant kitchen roll? Basically you need to get the turps off. It is a solvent and paint will never stick to it.

Can you give me some advice how to remove the turps off? Can I just let it dry with absorbant kitchen roll even if it is already dry ? thanks!
