Undercoating walls

I wonder if you can help me. I live in a flat where, for some reason, the previous occupants chose to paint the walls halfway up in dark brown. I only found out when I stripped off the wallpaper! I need to apply an undercoat that covers the brown but can anyone recommend one that doesn't cost the earth?
