This was left behind from previous resident - but I have no idea what it is

This seems to be plastic cladding but inside seems to be wood. I put a couple of photos here. I think the previous resident was using it on the balcony. What is it? Never seen anything like it. I've just left it to decay on balcony - but what is it? It looks like the wood is fully encased in the plastic.
