New house... old water heaters. Rusty water?

Appreciate you guys for reading. We moved into our new home this week. It has two 20 year old State Industries water heater In Series. Model PR650POVT (in case that matters). Previous owners only used the second(last water heater. And kept the first as a redundant backup foe the most part. We noticed a little hot water discoloration.. and sediment or something left over after filling and draining the bathtub. I assumed it was mineral buildup... ans drained/flushed the second heater(last one in the series).

After which the hot wtaer came our VERY brown.. but then went clear. A day and a half later.. the tub was murky orange/brown. I let it settle for several hours.. and felt the discoloration. It's way more like algae in a pond than granular sediment.

The 20-year-old hot water pipes should be replaced with new ones. Maybe they are all rusted inside. It will be unhealthy to use such water for a long time. It is recommended that you still use a sewer camera to check what happened to the water pipes. If it is rusted, it is recommended that you replace the new water pipes.
