Neighbours Wall causing damp

I have recently bought Terraced house which adjoins on one side a commercial property.
Where the commercial property joins our house is causing damp along the whole of one wall. We have had damp experts and builders in, all of whom site the guttering of the commercial property as the issue.

The problem is easy to fix, however the owner of the property is not playing ball. We have spoken and written to him. Having just bought the house we do not have much money so do not want large legal bills - Any advise on next steps!!

I'd speak to the council or call your insurance company. Your insurance may be able to help.. Another thing to do is wait till your renewal and add legal cover. Then get them on it...
