LED ceiling lamp fail - strangely it is always on at 10% power

I installed a LED ceiling light a year or two ago - nice and light in my formerly dark hallway. It is in the form of a panel with small LED lights fixed to it. However, a few weeks ago the light stopped working. I looked for a loose wire and thought I'd found a weak connection but now the light will only operate at a fraction of the full capacity. Flicking the switch has a delay of a few seconds before the low glow goes out. What is going on? Should I replace with another similar LED light or return to an old school bulb?

Take the switch out of the wall, touch the two (2) wires formerly on the switch together. If the lights come ON full bore, change the switch. If not, let me/us know.
