Insulating an attic with a void between 2 ceilings

I just started research on insulation for my attic, and learned that the original ceilings were 10'. (This house is 105 yrs.old) At some point, a second lath and plaster ceiling was installed below it, creating a void nearly two feet in height. Is there any significant insulative issue in blowing in insulation on top of the original ceiling and leaving the void empty?

Assuming the void is not vented to the room below, and as hot air rises, if you could open a vent above the hottest part of the room below, adding insulation above the original ceiling should retain said hot air, providing 2' extra insulation. Insulation only provides a matrix of trapped air, it's this air that does the insulation...bosshogg :)
