How can I fix a bad spackle job?

Would you just sand it down and re spackle? I'm not sure if this question would go to this thread - but it is before you would paint so sorry if this is the wrong place to post this question.

Well i just took down the old tape & sanded the old joint compound down & re put the tape back up so that it did not have bubbles in it. I used way to much compound & I watched a video on you tube that told me the first layer is basically like glue for the tape. So when it dries I will put the 2nd layer on thicker to cover the tape.
