Homelite Blower Problem

I have a Homelite model UT09526 blower. When the choke is off, it doesn't run at full speed, but when I tip the blower to the right it speeds up to full speed. What would be the explanation for this curious action? Why would it be getting more gas when it is sitting on its side?
