Efflorescence or something else?

A small chunk of paint fell off the ceiling in our apartment and revealed the following:

It appears to be efflorecense from my search but a closer look and it's less of a powdery/crystalline substance and more of a fiber or thread type thing.

This is not related to my previous post of paint peeling as this goes much deeper in to the actual wall and is in a different part of the apartment.
