Damp smell and floor sinking?

The area under our stairs seems to have a damp problem.
And judging by the skirting boards the floor is sinking in the corner:

It's an outside cavity insulated wall and the other side has a concrete gulley that runs to the drain outside the kitchen.
The wall to the right is brick and there's a toilet on the other side.
It always smelled musty in this corner and I wonder if the electric mains cable with the mouldy sleeving is causing the problem?

I've put a dehumidifier there which is collecting a fair bit of water. Any advice on what to do next?
