Converting a garage into a living space

I hired an architect and got my conversion plans passed by the City(San Jose, CA). I am converting one half of a double garage into a living space of almost 300 Sq ft. The garage has a concrete floor and has "finished walls". I have spoken with some builders but I am not sure they understand the complete scope of the work and the city inspections that will be following on. I will be adding a shower, toilet, one or two windows and cooking facilities. I will have to bring more power(electrical into the unit), and install insulation.

Is there a better way to go about this without costs going through the roof or endless research ?

I had some contact from companies who just bid very high, and I am assuming they will be the guys who will hire other people to do the work but will profit from it.
