Cast iron soil pipes

I am painting cast iron soil pipes with white metal paint however, where old paint has flaked off, the new paint is turning yellow even after several coats. Can anyone advise me how to seal this please?

I should also have mentioned that where paint has flaked off, the pipe is black and sticky, not rusty. I have been advised that this could be bitumen.
