Can I put a loo near an electricity meter ?

Hi , I want to convert a downstairs cupboard into a loo but the electricity meter is in there - I don't really want to pay 900 quid to have the meter moved so could anyone point me to the regs on distances from water pipes and how the meter should be accessible but sealed up?
