With so little information provided it is almost impossible to give you an answer

Is the boiler even piped up to the cylinder ?
if so the problem could be any one of these =
Blocked pipework around the cylinder area or coil in cylinder. (not unusual on the domestic return if cold feed is branched in here)
Is there an air vent on the top pipe going into the SIDE of the cylinder ? try venting it.
Balancing valve balanced down to much (if one is fitted)
3 port valve or hot water zone valve faulty (is it powering open)
Cylinder thermostat faulty
programmer faulty.

The water in the cylinder used to get hot but we just left it on long finger !! So, the boiler is piped up to cylinder...there doesn't seem to be any air vent on pipes around cylinder though , so no way of venting ... & no sign of a thermostat on the piping around cylinder either (unless its somewhere else ? ) !!
Balancing valve...I don't think there is one fitted.
I was looking to eliminate the most obvious possible problems before calling a heating guy !

Look at this link and it may be clearer.
The balancing valve ( not shown ) is on the pipe just before or after the cylinder coil.
Yours may be a "S" plan which would have 2 separate valves instead of the 3 port valve
