Attic stairs

The metal spreader arm finally pulled away from the mounting point the other day. The metal spreader was deformed and I hammered it back into shape, replaced the rivets with nuts and bolts put it together and the arm just keep bending inward. So I decided to remove the stairs and the metal arms and purchase a telescopic ladder to get to the attic and not buy another set of stairs. My question is I would like to place the ladder on some kind of a swing arm mounted to ceiling inside the hatch door or behind the door. Is this mechanism Ivan purchase and adapt the ladder to it or not?
My second question is I would like to have the door shut tight and stay shut unless I open it myself. What would be the best latch to do this? maybe something I could control with a string and a pole with a hook.
