240v outlet or regular 120v?

So I found this outlet after I moved my kitchen cabinets. I am pretty sure there used to be wash dryer hookups and I’d like to install a 240v outlet. Obviously I am not an electrician so I was hoping someone would know. I’ve added the link to the photos.
