window security advice needed urgently

Have just found that my spare room window doesn't close properly now , after checking it seems that the bolts on the window no longer line up with metal plate thing to seal the window closed , like the metal plate have been unscrewed from the outside and moved just enough that they don't connect together and the old hole is covered.

i have a lock (maco) the inside of the window that stops it from being opened apart from open at top ever so slightly . But i have lost the key for (looks like hex Alan key hole) if i could open it i could fix window

is this a known way criminals use to gain access to a property ?

should i be calling the police ?
