Looks like a specialised data cable or multicore signal cable.
What's on the other end? Must have been some complex type of equipment.
This sort of cable is generally not rated for mains voltages, but used for low voltage, low current purposes.
Unusual to find in a domestic setup, generally found in industrial premises.
Need to tread warily though as not everyone follows the rules

I disagree with the previous reply. The individual cable strands and overall conductor diameters indicate higher voltage and/or amperage. They are unecessarily large for data transmission. The combined white, black and red colour codes (it's not clear if the fourth conductor has a coloured sheath and I assume it unsheathed earth wire) do not conform to any past or current UK coding. In fact, they don't conform to any country's/region's colour coding system for single or multiphase cabling either past or present.
It may be a specialised cable for a standalone appliance. It may be based on the old UK colour scheme of red for live and black for neutral with the white used for an appliance specific purpose.
I would urge you to get a qualified electrician to check the installation due to the potential high voltage/amperage.

This is electrical 8/3 or 6/3 with ground, 240V up to 45 or 50 amps. Since this was found in a garage, maybe it was for a welder?

Piglet11, delete your answer please. You are way off base.

I'm not certified but 20 years as an industrial maintenance mechanic and 6 years working for an electrical contractor I believe qualifies me to totally agree with you. I'd like to know where in hell the OTHER end goes !!!
I'd be willing to bet piglets answer was his way of trying to be funny...have a good day sir

looks like the wire used for a generator 220 VAC hook up. Red & Black are your 110V hots. White is neutral, Bare is ground.
