Testing Sundance Montego hot tub heater

My hot tub heater is not working so I am trying to confirm I have the correct voltage.
Below is the wiring diagram.
Each leg tests out at 120 VAC.
When I test across both terminals I get 0 VAC. I think I am supposed to get 240 VAC.
Any ideas? Is one of the relays bad?
