Taping up roof insulation (UK)

Does anyone know why LABC insist on taping up Celotex slabs with foil tape between rafters when I will be fitting foil backed plasterboard over the top of it anyway? So I will be actually doubling up on the foil. My brain hurts!!

Just for some peace of mind you ought to see when that code was passed. It may be so old that it is obsolete.
