Stock tank pool

I made a stock tank pool last year which worked great. Problem is I bought a used tank that was already rusted. Tried to sand then paint with flex seal. But rust bubbled paint and flex seal only lasted a month or two. So now looking for solutions.

My thoughts are:
1. Power wash and wire brush/sand pool and try rust converter. Then either flex seal again or truck bed liner.
2. Power wash and wire brush/sand then epoxy pool. Then flex seal or bed liner.

Not too sure if either these two ideas are good or cost effective. Just looking for suggestions.

There is a coating called POR15. It is like magic on rust. All you have to do is wire brush the rust to remove any loose particles. Clean it and paint. You are done. You can find it on eBay.
