Root Vent Issue

I noticed one of my roof vents doesn't look like how (I think) it should:

Do I have an issue here, and if so, what replacement cover do I need?

Found that the vent in question is a plumbing vent. No cover needed.

It looks like okey I think. Just a little bit of weed above the roof.
